Not everyone gets the same questions on the Algebra 1 EOC. The Algebra 1 EOC is an adaptive test which means that the questions you get are dependent upon whether you get questions correct or incorrect. If you get a question correct, then you may get a more difficult question next and if you get a question incorrect, then you may get an easier question next. The goal of an adaptive test is for it to find your level of knowledge about a certain topic. For this reason, one person might get more or less questions about a certain topic than someone else taking the same test.
